New Sections to forums

I would like to suggest a few things to spice up or improve this forum.

-New sections
We have quite a few useless sections i see but not some of the more common ones, like Suggestions for example, i wouldn't have to post in general and i could just post with all the other suggestions.
Maybe off-topic and other miscellaneous topics so it's not just all about league right? it's called the multi gaming community so lets put up maybe, Steam topics and other games that people would like put up, maybe a vote?

-New Banner
It doesn't seem like that banner was mean't for our community thus we should maybe create a new one and let the community suggest what kind of pictures/decals we should put on it, maybe if you haven't already, you can hire some Graphics Designers and see what they can do to spice it up
